Although the U.S. government sympathized with colonists in Cuba when they first began rebelling against Spain in 1895, the government did not know how to help in their struggle. Some American politicians opposed sending military troops to Cuba while others, such as Theodore Roosevelt, were for it.

Causes of the War
Despite McKinley's opposition to the war, the call to arms grew for several reasons. One of the reasons was the U.S. government's support for the colonist's independence. The U.S. had fought for its own freedom during the American Revolution and Americans identified with the colonist's desire for freedom. One U.S. Senator, Redfield Proctor, originally came out against the war but changed his mind and decided to support it after visiting Cuba and seeing "the spectacle of a million and a half people, the entire native population of Cuba, struggling for freedom and deliverance."
Another reason for the war was the U.S. government's notion of "manifest destiny," a belief that it was the destiny of the U.S. to continue expanding its own borders and seek out new territories. These Spanish colonies would make a prize possession for the U.S. government and taking them from Spain would weaken Spain's world power. Many countries were seeking to expand their empires at the time in an attempt to gain more world power and the U.S. was no different.
The immediate cause of the war, though, was the explosion and sinking of the U.S.S. Maine in Havana harbor on February 15, 1898. The exact cause of the explosion was a mystery but the U.S. government felt it was the result of a Spanish mine.
On April 21, President McKinley approved a congressional resolution calling for Spain's withdrawal from Cuba. Spain responded by declaring war on the United States just four days later.

The Spanish American war was fought in two places: the Caribbean and the South Pacific. About 280,564 sailors, marines and soldiers served in the war. The battles were fought on land as well as on the sea. The U.S. fought and won several naval battles, including the battle of Santiago de Cuba and the battle of Manila bay. Spain's aging naval fleet struggled to defend itself against the U.S. navy's brand new battleships yet the U.S. army struggled in its land battles with Spain.
Troops
About 28,000 regular army troops, including the Buffalo soldiers of the 9th and 10th cavalry and the 24th and 25th infantry regiments, fought in the Spanish-American war alongside 225,000 National Guardsman and thousands of sailors and marines. The Civil War greatly weakened the U.S. military and there were not enough soldiers to fight the war. The government quickly organized a volunteer army, which included Theodore Roosevelt's army of "rough riders." Since it was illegal at the time to send National Guardsman into battle outside of the country, lawmakers passed the Volunteer Army Act on April 22, 1898 allowing these guardsman to act as state volunteer units in the war.
Result
The United States won the Spanish-American war after several major naval victories over the Spanish navy. Spain asked France to help with peace negotiations in July of that year. France hosted these negotiations in Paris in October, resulting in the Treaty of Paris of 1898. The treaty ended Spain's world empire, granted Cuba its independence and awarded the U.S. its colonies of Guam and Puerto Rico. The U.S. then purchased the Philippines from Spain for the amount of 20 million dollars.
